INSTITUTIONALIZATION OF PREVENTIVE DISEASE PREVENTION AND CONTROL SYSTEMVE EPIDEMIC PREVENTION SYSTEM
1. Related Current Situation
(Location Criteria) It is difficult to carry out biosecurity activities, as many farms are located at the animal disease prone areas near the habitats for migratory birds and livestock farms surrounded by farmlands
Most poultry farms are concentrated at the west coast areas which is the path for the movement of migratory birds, so that they are exposed to the risk of the introduction of viruses. * Distribution of west coast areas (Gyeonggi, Chungcheong, Jeolla Provinces) to entire area of the country: (Chicken) 74%, (Duck) 89% ⇨ For vulnerable areas, review activities that limit the location of poultry farms
(Facility Standard and Compliances) Designate the risk areas of as the concentrated disease control zones to reinforce the facility standard, inspect and supplement the actual status of disease prevention, and focus on promoting “Guideline on Four-Stage Disinfection*” * ① Coat with surrounding quicklime, ② Clean and disinfect inside daily, ③ Change boots and sterilize hands upon the entrance to, and exit from livestock farms, ④ Disinfect livestock farms daily
Farm facilities are poor at preventing the introduction of diseases, and cases were found where guidelines were not complied. * 76% of the duck farms are in plastic greenhouses.
It is highly likely that the diseases spread frequent entry and exit to farms by vehicles and people * Cause of AI breakout (Epidemiologic survey since 2014): Entry vehicles 35% > livestock farm owners and workers 24 > Wild birds 17 ⇨ It is required to reinforce the standard for the compliances by breeding facilities of farmhouses for the disease prevention.
(Disease Control System) During the danger period of animal disease (Avian Influenza, Food & Mouth Disease: October through February), promote the disinfection on polluted areas, and the inspection and supplementation on the farms
The competent authorities lack the awareness of animal disase prevention and have insufficient capability of efficiently managing by conducting inspections on the actual status of disease prevention on farms. ⇨ Urgent improvement is required in the animal disease prevention system by raising the awareness of responsibility among the authorities, and managing animal disease control status and traceability of farms.
2. Promotion Plan
◇ (Goal) Institutionalize the disease prevention system, instead of dealing with the diseases after their outbreak.
① Reinforcement of location criteria for the vulnerable areas to animal diseases, and fundamental improvement of breeding environment
② Reinforcement of biosecurity facilities at farms to prevent the entry of pollutant
③ Boosting a sense of responsibility among the authorities of and improvement of the disease prevention support system
(Location Criteria) For the area of high risk of disease outbreak, reinforce the location criteria for livestock farms
(Location Limitation) Designate the areas with high risk of livestock disease outbreak as a concentrated disease control zone and prohibit new permit of poultry breeding business (Enforcement regulations of Livestock Act, First Half of the Year)
(Planned Location) Upon the establishment of a plan for the space of rural areas, induce a planned location for livestock farms by designating eco-friendly livestock zones (tentative name)
(Facility Standard) Apply the standard of reinforced disease prevention facility for each farmhouse and overcome blind spots
(Poultry) Installation of improved disease prevention facilities* are manatory for all poultry farms inside the concentrated AI control zones. * ① Outside ② Inside Fence, ③ Quarantine Room, ④ Front Room, ⑤ Bird Net, ⑥ Dead Body Storage, ⑦ Goods Incoming Facility - Permit standards are strengthened for ducks breeding facilities vulnerable to animal diseases such as plastic greenhouses (Enforcement Regulations of Livestock Industry Act, First Half of the Year)
(Pig Farming) Eight major disease prevention facilities are installed in a phased manner in all pig farms nationwide * ① Outside Fence, ② Bird Net & Insect Net, ③ Dead Body Storage, ④ Inside Fence, ⑤ Waiting Area, ⑥ Quarantine Room, ⑦ Front Room, ⑧ Goods Incoming Facility
(Minimization of Blind Spots) Prepare a standard for disinfection and disease prevention facilities for small-scale (Smaller than 50m2) livestock farms (6 species) where it was not mandatory to install an disinfection and disease prevention facility (Livestock Disease Prevention Act, August) * Korean native chicken, turkey, domestic goose, ostrich, quail, pheasant, wild goose
(Compliances) Reinforce the compliances of disease prevention rules by farms, livestock facilities, and vehicles
(Farm) It is mandatory to conduct 4-staged disinfection on farms and install CCTV inside the front room, and check the compliance of disease prevention guidelines at the entry and exit of livestock pens
(Facilities and Vehicles) Prepare a disease prevention standard for livestock facilities such as slaughterhouses and the livestock vehicles (First half of the year)
(Special Disease Prevention Weak) It is mandatory to disinfect livestock vehicles before entering and exiting farms and facilities, prohibit backyard raising and the distribution of live chickens and ducks at open markets. Moreover, vehicles that transport eggs must visit farms once a day.
(Improvement of Disease Prevention System) Stimulate the effort of livestock farmers in voluntarily participating in the disease prevention, and improve the disease prevention and support system for farms
(Disease Control Grade System) Improve the evaluation standard and method of disease prevention capacity, location and surrounding condition (August), and review the application of penalty and incentives schemes for each grade
(Vertical Integrator) Limit the contract with farms which do not meet the facility standards, and impose penalty on integrators who have made contracts with the incompetent farms - Among poultry farms who are not vertical integrators, breeding will be prohibited until the farms supplement the major disease prevention facilities and disinfection facilities
(Breeding Management Business) Create a occupational group in breeding management sector.* It aims to enhance the level of disease prevention by farms where it is difficult to prevent the introduction of animal diseases on their own, while making full use the expertise of the private sector * Cleaning and disinfection of farms, management of livestock feeding, management of animal disease, loading & unloading of poultry, and vaccine inoculation
(Integrated Management of Farmhouse Information) Convert nationwide information of livestock farmhouses to data base (DB) and reinforce the management of disease prevention history and grade of farmhouses (July) * Carry out annual inspection on the quality of facilities and management of farmhouses, and convert the result into database, utilizing it for the disease control grade system
3. Expected Effect
Contribute to the prevention of livestock disease through the improvement of the disease prevention and support system, the capacity building of farms in preventing animal diseases on their own, and the improvement of disease prevention facilities of farms in anger areas
Minimize the social costs by the proceeding of disease prevention activities and culling.
