Project Planning (Start planning 2 - 3 years prior to execution)
Discover project under direct proposal of local demand in developing countries based on preliminary joint investigation and consulting
Select a part of proposed projects and consult with beneficiary countries. Then, reflect in the new budget through preliminary deliberation of an expert group and a project feasibility study. ※ ODA Budget Procedures: Suitability deliberation of Ministry of Foreign Affairs for a grant-type aid → Comprehensive analysis of a grant or non-grant type aid by the Office for Government Policy Coordination → Ministry of Strategy and Finance
The project is managed by institutions such as the Korea Rural Community Corporation, and consigned to the Project Management Consultancy* for implementation in the local area of beneficiary country. * In general, PMCs are domestic institutions such as engineering companies and academic-industrial cooperation groups at universities. PMCs dispatch employees as the Project Managers (PMs) and designers and builders are recruited locally.
Post Assessment and Management (In 2 - 3 years after completion)
Perform post assessment to derive performance and problems, and issue a separate budget after the completion to continuously administer repairing of facilities and reeducating locals.

Operated the Global Agricultural Cooperation Council (presence of Vice Minister, 1 - 2 times / annually) since 2010 to discuss about ODA projects of agricultural organizations * Attended by Rural Development Administration, Korea Forest Service, affiliated organizations, Korea Rural Community Corporation, KREI, EPIS (Korea Agency of Education, Promotion and Information Service in Food, Agriculture, Forestry and Fisheries), Korea Institute for Animal Products Quality Evaluation, Korea Overseas Agro-resources Development Association, etc.
