Project Implementation System
Project Planning (Start planning 2 to 3 years prior to its execution)
New projects are developed after reviewing the proposals produced by developing countries based on local demands, preliminary joint investigation and consultation.
Some of the proposals will be selected for consultation, and be reflected in the new budget plan after deliberation of experts and feasibility studies. ※ ODA Budget Procedures: Deliberation of suitability by the Ministry of Foreign Affairs for a grant-type aid → Comprehensive analysis of a grant or non-grant type aid by the Office for Government Policy Coordination → Ministry of Strategy and Finance
The projects are managed by institutions such as the Korea Rural Community Corporation, and consigned to the Project Management Consultancy* for implementation in the local area of the beneficiary countries. * In general, PMCs are domestic institutions such as engineering companies and academic-industrial cooperation groups at universities. PMCs dispatch employees as the Project Managers (PMs), and design and construction companies are recruited locally.
Post Assessment and Management (In 2 to 3 years after completion)
Perform a post assessment to derive performance and problems, and allocate certain amount of budget after the completion to continuously administer repairing facilities and reeducating locals.

The Global Agricultural Cooperation Council (chaired by the Vice Minister, 1 to 2 times annually) is operated since 2010 to discuss ODA projects of agricultural organizations * Attended by the Rural Development Administration, Korea Forest Service, affiliated organizations, Korea Rural Community Corporation, KREI, EPIS (Korea Agency of Education, Promotion and Information Service in Food, Agriculture, Forestry and Fisheries), Korea Institute for Animal Products Quality Evaluation, Korea Overseas Agro-resources Development Association, etc.
